The Gitga'at say that the slow response time shows how unprepared the government is in the event of a spill or of handling any complications that could arise from the proposed Enbridge Northern Gateway Pipeline.
"I think the number one issue is the condition of the hull," said Girouard. "I do know there are rust spots, that's what brought us to the site in the first place."

"If there are areas of particular concern, there are mechanisms that a contractor can use to mitigate that."
Roger Girouard, the assistant commissioner for the coast guard, explained that the oil would be removed from the ship using a process called 'hot tapping' which involves adding hot water into the oil to soften it, and then piping the oil and the hot water out of the ship and into an above water tank.
"Our own scientific and technical team, who know that area best, have not been consulted on the cleanup project," said Frank. "It's an incomplete cleanup because it doesn't include the bombs and ammunition that are on board that ship. The government is just proposing to take up the fuel."
